kara dependencies

• I would like to create and compile kara application without any IDE.

kara create MyKaraApp
kara compile
kara run

• I would like that IDE automatically recognise kara and kotlin versions without my manual tuning plugin, etc.
  
  
• I would like to develop my application without urgent need to update it to the latest (and very often unstable) version, etc.
  
  
• We even could ask to change Kotlin plugin behaviour that it would allow to use not latest kotlin runtime.
  
  
• If you don't specify old version, it uses the latests one with all new features and bugfixes. But you always know which version you use.
  

• The (IDEA) Kotlin plugin wants to manage the Kotlin dependency itself
  
• Right now, Kotlin changes very rapidly and it's beneficial to have the most recent release since there are bugs being fixed often.
  

• Create a DSL to specify the dependencies that is essentially a wrapper around the ivy xml file format.
  
• Abstract the dependency version specifier to allow for patterns (like Bundler). This way users can specify only major version, or none at all, and the tool will pull the latest applicable package.
  
• Add dependency management commands to the Kara command line, so you can do something like:
